It was Consulter Minister of the Viceroy in Sicily, First Class
Great of Spain, Visitor and General Inspector (1) of Villafranca
and Trecastagni Princess’ states, Protector of the Royal Property,
Chairman of the R. Great Court, Royal Secretaries Dignitary, Visitor
of Vicariate, Member of the Chairmen Committee, Judge of the Civil
and Military Competence, Protector of the University in Catania.
Regent of the Baronial Deputations, etc. He was one of the most
important jurist of his time, author of a work whose title is “
Le Formole rituali” (The ritual Formulas) in 6 volumes; he was also
one of the few Sicilians who had the dignity to be Consulter and
this placed him on the same level as the Viceroy.
The Emperor Charles V established this dignity in 1536, when he
was informed about the miserable condition of the Sicilian business
on the subjects of Justice and Patrimony, and established to send
a Minister who had to help the Viceroy in governing the Kingdom
and who regulated the provisions with his advice.
He had to be foreign, because he could be impartial, as all the
other ministers, members in the Holy Council were nationalist and
country people for an old privilege of the Kingdom of Sicily.
However, in spite of the law, Doctor Nicolosi was nominated Consulter
for his extraordinary legal merits and for his impartiality. He
was born in 1726 and died on 3 August 1815.
(1) The King sent a Minister every 25 years to look after the
condition of the public affairs; he exercised the power to recognise
the Royal Purposes, he checked the administration of justice in
the Royal Councils, he heard the charges, he determined the proceedings,
and convicted the guilty persons. At the end of his visits he left
the determinations done and they had to be strictly observed by
the judges.
